WHY AM I NOT LOSING WEIGHT-1,800 calories

Hi everyone, I really need your help!!
I've been trying to lose weight for the past 7 to 8 months. Right now, I Weight 140. I've lost 10 pounds last year but I just wanna lose 10 more pounds to reach my goal weight. Anyways, I've been eating clean most of the time with one cheat meal a week, I'm active and I monitor my calories. A couple months ago I used to eat 1300 calories but I found out that I was eating under my BMR so now i'm eating 1800 trying to lose weight. I'm so confuse do what i'm doing wrong. PLEASE HELP ME!

    Do you weigh all food that enters your mouth, and measure liquids?

    Did you start the TDEE math using Katch BMR based on bodyfat %? (just in case you have more than average)

    Are you gaining on 1800, I take it not losing?

    Were you losing on 1300 at the end? If you were, what were you losing you think, fat or fat and muscle?

    How much exercise are you doing that 1800 for, time and type?

    And is that 1800 total, or you eat some back, in which case, what is total eaten then, on average?
