Why do people under/overeat?

I've been trying to figure out why a lot of us habitually either undereat or overeat. Everything I've read says the body is a finely run machine, and hunger is balanced perfectly...so that we take in the exact amount of calories we need to maintain weight.
It's not true! Personally, my tendency is to undereat. If I wait for hunger I will undereat by 150-700 cal per day on average. So, if I were to just eat by hunger signals, and then log at the end of the day, I mght be 350 cal under most days. I've actually done this. If I then consume another 350+ calories to bring me to my goal, I usually will feel no change whatsoever in hunger/satiation from the additional calories (other than my stomach feels like it has more food in it). It's like I can't judge different degrees of fullness.
