Help, I'm stuck!

Hi there, I have been on MFP since January 2013. I have lost about 28 lbs. to date. I got down to 126.6 on 3/4/14 but have been between 127 and 129 ever since. I have lost quite a few inches and my clothes fit better than ever but I can't seem to shake the last bit of pudge/body fat especially in my lower stomach area. i'm hungry ALL the time but when I eat more calories I start to get fluffy and the scale starts to go up. I lift pretty heavy weights 3 or 4 times a week (alternating legs, arms, abs) and I run for cardio on other days. Sometimes I combine the lifting with some HIIT cardio. Other than that, I work a desk job and sit for 8-10 hours a day. I wear a Fitbit 24/7 which "tells" me I burn around 2,000-2,200 calories on days that I work out and around 1,700 on rest days. I also wear a HRM for workouts.
So, in essence I'm asking what should I do to break the stall and continue to lower my BF%/scale weight to reduce the pudge?

What's your current gross intake of calories, on average?
I average about 1471 per day (some days 1350, some days 1700+)
What's your current average intake of protein, carbs, and fats, in grams? (GRAMS, not percent!)
avg 90 grams protein,190 carbs, 60 g fat
Do you use a food scale and measure everything?
yes, weigh everything eaten at home, use published nutrition facts for restaurant data
Do you track all of your intake, daily? (Everything?)
yes, daily minus a few days over the year. Track everything including "bites" and nosh attacks.
Do you take cheat days or days off?
I don't really take days off but some days I allow more calories (rarely more than 1800).
How long have you been stalled and if it is not a complete stall please be very specific as to how much you have lost over the stalled period.
I started at 155 in January 2013. I hit 130lbs around sept. 2013 and then slowly worked my way down to 126.6 in March 2014 but I hover around 127-129 every day. So it appears to me I am maintaining. (?) I haven't lost any more inches in several months. My initial goal was 125 or 22% Body fat whichever came first. I would be fine with staying 129 if I had a lower BF% and less tummy pudge.
Not pregnant, never have been, not breastfeeding. No health issues.

Sorry this took so long.
We would suggest that you make a slight reduction in calorie intake.
I'm showing an average over the past 3-4 weeks as follows:

(calories,cho,f,p)
We would suggest that you drop that to around the following:
1410
140 c
50f
100p
And check with us in 1 to 2 weeks with an update. Weigh in daily so you have weight data to present so that we can make conclusions.

Ok, thanks. I recently raised my calorie goal which explains the uptick from when i first posted this. Will lower it down and try my hardest to keep those carbs down! Will report back soon!0
