Work Out Routine For my Tummy

With having 3 children and not taking care of myself for 10+ years, I have finally started to get into shape. I've been working out for months now and I have lost weight and inches everywhere, but my lower stomach continues to just look the same. It sags and doesn't seem to be getting smaller.

Does anyone have ever been through this? What are good exercises. Remember I am a beginner. I am 5.4 and I weigh about 174 so even though I've lost close to 50 lbs at my biggest, I'm still new to working out. Any routines? Any suggestions?
