Should I exercise when sick/recovering from surgery, and should I restrict my calories during this time?

The answer to this question depends on what kind of ailment you are suffering from. The best advice would be to ask your doctor.

To give a generic answer, you should get rest and as much nutrients as possible (within reason) when recovering from a sickness. Your immune system needs the energy and nutrition to fight off illness.

Recovering from surgery, I wouldn't do anything until my doctor cleared me.

Not letting surgery heal properly is very, very dangerous territory. I've done some ompletely ridiculous things in terms of pushing myself through workouts when I shouldn't, and even I wouldn't go there.

If sick- depends on what you're sick with. A mild cold? Sure, might not hurt. Pneumonia? No, absolutely not.

Surgery. I can speak from experience as someone who has had multiple orthopedic surgeries. No, absolutely not. There is so much that can go wrong including insional dehiscance. Follow your surgeons orders. Once your doctor puts you in the clear, then yes, go for it.

    Sick: possibly.
    Injured: possibly.

Too many variables to narrow down to a yes or no. Some injuries/ailments might allow you to do certain exercises, but not others. For instance, if you have a fractured ankle, that probably won't stop you from doing a bit of upper body stuff lifts, but I doubt you'll be doing any running.
