Heart rate during jogging/running

Hey, guys. I'm just curious- anybody else use a heart rate monitor when they do this program and find they are always over their 85% max? I just ended week 2 and usually I walk at 3.5mph and when I jog, I go around 4.7-5mph. I am ALWAYS over my 85% by a good amount and wonder if this is bad because I always want to go even faster. Should I slow it down a notch until my body is used to it and can go faster or does it really even matter? I don't ever feel like I'm overdoing it; I feel like I am actually limiting myself to what I can actually do.
