I would say GladOS also. She is evil enough to stick a kitten in a microwave all in the name of science.

hmmm so many good ones. Kefka from FF6 just because hes insane. Galgan from Lunar SSSC because he mocked you so much. The mob boss from Max Payne (cant think of his name) because the satanic chant he does as your approching his room just makes you stop and debate with yourself if its really worth going to fight him. and i know im gonna get flamed for this one but i liked the Turks from FF7 alot more than Sepheroth

Bowser was mentioned, and I would say yes to him being I think the best villian ever, due to his tenacity and predictable ways.. BUT he is (as mentioned before) a softie sometimes. Especially if you played Paper Mario, you get to see Bowser's personalityand he really is just interested in expanding his own kingdom.

One of my favorite video game villains is Star Wolf. His starship is bad-*kitten*. He is contracted killer. There is a bit of unknown rivalry between himself and Star Fox, AND he has a bad-*kitten* starship!

Did I mention his bad-*kitten* starship?

The Flood in Halo, Combat Evolved and then Arthas in WoW (Mainly for Lore reasons, I just think the story is awesome).

Carmen Sandiego. I learned quite a bit from chasing her through time, across the country, and around the world. And though you may round up her henchmen, you'll never catch her.

Oh how I hated her, and her nonsensical travel arrangements!

And who could forget the Master of Mischief himself, Morty Maxwell?

(My brother and I are having a "relive childhood" moment--we're playing through Treasure Galaxy as it's the only Super Solvers game we can't remember finishing...)

Video Games -- GLAD0S....evil and frickin hilarious at the same time.

Books -- Jarlaxle, but I think he would qualify as an "anti-hero" rather than a villian.

    Jarlaxle is totally an anti-hero!

The Elder God from legacy of kain.

That was a great series. From the story down to the game play. I wish they would make another one.

Also gotta go with Kefka from FF6 since he really is insane AND actually succeeded in destroying the world.
Eddie Dombrowski from Silent Hill 2, felt so satisfying to smack him up.
Lavos from Chrono Trigger, for the mere fact that the Bad Ending is so bad *kitten*.
    Lady Fortune from MGS2
    Adam the Clown, Dead Rising
Psychopath Chuck, Dead Rising 2: OTR
