Need advice about some clothing!

So, I went ahead and bought my swimwear for this summer. I ordered it online a size smaller than I am now according to their charts based on my fat loss goals.
Here's the thing:
The bottoms fit perfectly.
The tops are snug. They don't look bad in the mirror, they just fit a bit tight when I have them on.
In general, I need the bikinis to be a little tight because we'll be out waterskiing and I don't need my clothes flying off when I hit the wake! ;-)
I am pear-shaped and tend to gain most of my weight in my hips and butt, so I would expect most of my fat loss to come from my rear not my top. And I am small-chested -- I will probably lose a little fat on my back, but I'm not sure exactly how much, and I plan on gaining muscle so I am not sure if I will actually lose any inches up top.
Any thoughts on this? Any feedback is appreciated!

I say keep the top. You will loose inches with lifting heavy weights even if you don't loose lbs.0
