problems with jogg and walk

In my mid-30's I ran in 10K races. Now in my mid-60's when I try to get back into jogging by adding jogging to my regular 3 mi. (50 minute) walking routine I develop the same "water-on-the-knee" problem that I have been plagued with on occasion. It is due to fluid filling up in the sacks around the kneecap (left). I think that it is due to the pounding on hard surfaces. When I return to just fast walking, with no jogging, the problem goes away.
Any suggestions? The jogging times are only about 3 min. maximum at varied intervals, and yet, the next day, I'm swelling again.
