Since I am a little over 3lbs away from my goal weight, what should I be doing calorie wise, I would like to get to a bf% of 15 but do I need to have a calorie deficit to do that, and if I'm not looking to lose weight and just want to gain lean mass should I be eating more then I am now? Thanks!

To lose weight, yes, you'd eat in deficit....But, in order to build lean mass you would take the cals up to maintenance, or just slightly above. A caloric surplus is preferred for building muscle...
