bmr tdee

Hi
I'm new to the EMTWL way of thinking, but it seems to be working. I just want to check I'm doing it right. My TDEE is 2105 (although I have a fitbit, and generally burn around 2200 a day). My BMR is 1531 a day and I'm eating about 1600-1700 a day. Should I be netting that (to include my exercise cals) or just eating at that level?
Also any suggestions for a newbie who wants to start weight training? I can't afford a gym and can't afford any expensive equipment. I was thinking about the stretchy band to exercise my arms. My son has some weights much too heavy for me, but he says the bar is around 2kg, so should I start with that?
