I'm a Perth girl (baldivis) trying to find a decent running track to get myself started on... or if anyone is nearby and is happy for me to tag along for a jog

Hi RubyRubixcube,
I'm also a Perthie but not that close (just on the other side of the City). For an athletics track, your closest might be Rockingham (or search for little athletics clubs and find one near you and see where they train/race). For measured running paths then check out http://www.calico.com.au/ They have many circuits around Perth and the distance is measured with totems. Really useful.
