Gaining during the cut phase.

So if you only are supposed to gain muscle in a surplus then how is it a lot of people weight more then when they started but of course are smaller in size?? Thanks!

    my experience has been water retention

    Yes, we can hold on to a lot of water. Especially when lifting heavy, eating more sodium etc.
