Well at least most of what I am reading is consistent.

That's a really good list
Only things I'd say is that the quality of you're workout is not going to be based on you're preworkout meal. Some train better fed and some fasted.
I think he/she should have mentioned about eating a bit more to make up for the cals burnt during cardio if aiming to put on muscle.
Carb cycling isn't a requirement to make gains without too much fat gain. Keeping you're surplus to a moderate amount over time is the key.0 -

Def agree with you on the preworkout meal. I've had a couple sessions where I was starving but still hit PRs.0
