pendlay rows form question

when I do pendlay rows, I can get the first 3 reps done no problem
the 4th rep I can do, but can't quite get the bar all the way to my chest, it's maybe an inch short
the question is does that count as failure (because it's bad form)... or should I carry on doing reps as high as I can until I fail totally as in can't lift the bar at all? Because it doesn't seem to me to be injury inducing bad form?
I haven't progressed on this lift, and I'm wondering if I'm giving up too soon.

For the purposes of progressing to a higher weight, and this is just my gut reaction, if you are missing on the last rep or two by only an inch, I would move forward (not meeting your chest is not bad form in the sense that you will injure yourself). However, if you are missing all of them or are missing by more that an inch on the last couple of reps on the last set, I would not up the weights.0
