How Low Are Your Carbs (grains & sugars vs veg & legumes)

I reset my carb goals from 30% to 25% to restart my wt loss that has gotten sluggish. I keep sugars under 30g (primarily from fruit). Whole Grains I parse throughout the week (4-5 servings weekly). I usually get close to 20g of fiber, but my target is 25g which I occassionally exceed through eating more than the usual amount of vegetables or beans. Sometimes, I will have oat bran + chia seeds as a grain carb to fix a lull in fiber.
This all sounds pretty good, but when I do post mathematics on my net carb consumption (fiber substracted) I am still at 30% on most days. Does this matter, since most carbs are veggies?
