When is the best time to weigh in and take measurements? After a rest day?

After a rest day, sticking to the same time of day, and once a month at the same time of month will be most reliable for women, to allow for water weight fluctuations.

Morning after rest day eating normal sodium levels, and not still sore from previous lifting session.

Don't even weigh if it's not valid if the scale has any control over your feelings. If you can accept it as merely an invalid data point for curiosity, than fine, otherwise, just wait until the next time.
