Suggestions...lower thigh ache

Hi! ( Don't worry I don't want medical advice
I hv been training to run a 5k one day, maybe this fall
Anywho, I now run 1.25 miles at about a 16-17 pace, nice and slow I can go farther howerver my lower thighs, or quads (I think) get fatigued and ache. I hv thought it was that I needed more stretching, so I stretched and stretched. Got better but Everytime I go a bit further in distance my quads complain.
I am now thinking that it is actually caused by the action of lifting the front part of my foot...
So my question is does anyone have and suggestions or advice about stretches, strengthening, shoes or even a better way of running. I just need some direction so I can get on with running
