Yes its completely normal its because when you work out your body is giving off key nutrients for energy such as the fats and carbohydrates and when your done working out they are depleted so your body is wanting more but don't stress about it after all eating more = more muscle

You can't build muscle while at a caloric deficit unless your a complete noobie sorry to be the bringer of bad news but its the truth anyways post workout be sure to get your protein in because that's when your body will have a window of opportunity maybe its just bro science but I always go by it

The scale has nothing to do with fat loss because scale numbers fluctuate depending how much water is in your body track your progress by the mirror also by measuring

To be honest your cutting at too low of a calorie deficit find out your calorie Maintenance Level and subtract 500 from that as for the hunger Drink Lots And lots of water hope this helps
