Yes CICO works every time but eating the right kinds of food is still important. You can still lose all the weight in the world and be horribly malnourished because you are focusing 100% on calories and not on what you're eating. CICO contributes to weightloss only....not other factors

I do 1200 a day. Very active here. It doesn't bother me. But for a 190 pound person 1200 doesn't sound right if you are trying to maintain. To lose weight on a sedentary setting that does sound about right

Ah I remember when I first started. Took off 24 pounds in three weeks. Looking back, I contribute this mostly to water retention. Before, my ankles...I didn't have ankles lol...now I have slender ankles; so for me, I'm sure it was water weight.

You can take it for what it's worth. But I killed my weight loss stall by eating 500 more calories than I normally do for one day. That pretty much took care of mine (provided, of course, you aren't eating a lot of salt and drinking enough water)

Slow and steady wins this and it's what keeps it successful. Losing 11 pounds in 23 days is nothing to scoff at...even if some of that is water weight.
