Have you tried non fat greek yogurt? It has a lot of protein and low in calories. Cottage cheese has protein too but can be low in calories. You should be totally relaxed when you do measurement. (Unless you are trying to bulk up arms then you can flex). But overall the fat will melt off, and the measurements will be smaller. If you suck in, you may not be consistent with your "sucking" does that make sense haha. It's better to just relax.

There are TONS of workouts on Youtube, also Pinterest.com has a lot of at home circuits that area great. I don't have a gym membership and my apartment is small. But there's just enough room for me to workout.
