I think it's definitely easier for us shorter folk to stick to 1200 and feel satisfied. I'm barely 5'2" and 23 years old, and the first time I kept on with MFP I lost about 15lbs. For 5'5" I'd go up to maybe 1400. 1200 seems a little low with those 3 extra inches!
