You are not at a plateau. You are if you have been a 100% consistent and still haven't made any progress in a longer period of time.

You can't determine if something is working if you aren't consistent/accurate. Be consistent with your plan for a couple weeks, log accurately, weigh yourself/make measurements, and then adjust your plan if you haven't made progress.

^ Cardio wont make you gain muscle. A calorie surplus, eating enough protein and lifting heavy weights will. Do a full-body programme such as Stronglifts or New Rules Of Lifting.

Is 1,860 the daily goal that MFP suggests? If so, then you are supposed to eat them all; your deficit is already substracted from that. Cardio is NOT needed for fat loss. The only thing that counts is a calorie deficit, which can be created through diet only. Do you use a food scale to weigh what you eat?

This. I have a deficit of 3.5k in 7 days, so if I had a "cheat day" let's say once a week, it would be super easy to go over by 3k calories if I wouldn't at all pay attention to what I eat/drink.

If you really were in a calorie deficit, you would lose weight. So you are either over estimating your calorie burn or you under estimate what you eat. Do you weigh everything you eat?
