A few years ago I bought a doctor's scale at an antique store. It's big and cumbersome and I keep it in the basement. It is the most accurate one I've ever had and I LOVE the old fashioned movement of the weights!

Pool "dumbells" come in styrofoam material. The resistance underwater is like using weights. Different sizes produce different resistance. Try a pool store or sporting goods department store.
