I as well try to eat vegetarian as often as possible but find it difficult sometimes to meet he protein requirements.

The same thing has happened to me a few times and there are factors why it can happen (besides haven't a faulty scale). I resign myself, if I'm eating within my calories and exercising, then only weigh yourself every two weeks or so. Then you see at least some movement.

I had the same problem and even at my lowest weight, I never lost an ounce in my chest. I resorted to wearing two sports bras until I finally had a reduction. I've been exercising to my fullest potential since (not that it has helped me lose with my menopause issues but boy do I feel better ;)
