make an effort to eat clean (avoid processed foods) and your carbs should take care of themselves. When you remove garbage/convenience foods it's much easier to be mindful of carbs.

Half your weight in ounces is usually a good goal to aim for. If you weigh 180 pounds, try to get 90 oz of water in. I think that's easier than counting cups.

Mine was a tying issue. Where we tie our shoes is often over a nerve/pressure point in our foot. Try loosening up your laces a bit and see if it helps. Even when I switched to Vibrams (velcro strap, no laces), I still got the problem sometimes if I strapped in too tight.

I'm a total foodie and think about food all the time as well. I love food! I don't think there's anything wrong with thinking about what you love. Just don't let it turn into action except at meal time ;)

Sugar is worse! Fat is one of the 3 basic macros your body needs to function. Carbs and sugar are not the same thing in my head. When I think of carbs, I think of veggies and more complex stuff.

simple solution: don't give out candy. We like to give out small cannisters of play doh and sometimes those glow stick/rings thingies. Both are inexpensive. but still-- no costume? no reward! Put a sign on your house that says "No costume - no candy!"

I like to blend my cottage cheese with protein powder and almond/coconut milk some times. Other times I eat it straight up with berries. Try mixing some pumpkin puree in and pumpkin spice :)
