Heart rate monitor is the only way to know for sure! I have done those types of videos and actually logged them as walking and I am still losing so it must be fairly accurate.

I have always had it, on my bun/thighs since I was 16. I just discovered dry brushing and coconut oil for it. If nothing else I have super baby soft skin but I've heard it works from a few people on here. Also, I do squats, lunges, and the "thigh master" move with my fitness ball.
