Yes, and surgical removal of the tissue is the only true fix for it if it is actually gynecomastia (don't fall for any gimmick fixes on the internet). The cost can range depending on the severity and surgeon you get, most likely $4000-7000 is what I have heard.

I'm thinking that you have gynecomastia. If you feel around your under your nipple and feel hard masses of tissue, it's not going anywhere no matter how much you loose/trim/lift etc... I had it as well. Ask your physician about it to make sure.
