You should try to have no such thing as a 1200 calories. I'm a fan of nice and big dinners myself and it used to be around 1000 kcal or more but trust me it's totally possible to have a nice carbs+meat+veggies dinner for 800-900 kcal. Just gotta find the right food.

Why not just not buy any of the bad food that you may feel like snacking? It's easier for me because I live on my own but the turning point is when i'm food shopping. I try not to buy any chips/chocolate/candy but instead buy a ton of fruits. If i'm hungry at night i then eat fruit. Also this may not be best advice because…

I agree definitely don't talk to the teenager but giving some advice to the mother isn't a bad idea. This way the teenager won't have to deal with any negative thoughts yet she can be helped by her mother without knowing. Maybe her mother can cook a little healthier take her less often to fast food etc...
