When I first started running ten years ago I was proud if I could survive one minute. I recommend you try tiny increments daily at a slow pace and try to beat your time daily. In about 2 weeks assuming you are healthy etc. you should be able to jog a mile.

To answer OPs second question about losing body fat and not just weight: 20% deficit from TDEE and no more than that. Solid amount of protein. 80% of calories from foods that provide real nutrition and not just taste. 3-4 days per week weight training. I just went through this! I gained 4 pounds on the scale, my stomach was enormous, and for two days I was so hungry I ate a good 700 calories over my normal intake, all in chocolate. Embarrassingly stereotypical hormonal woman. Thank god TOM came today and with it, most of the water weight disappeared.

Gain some muscle! Strength train, eat at maintenance for a couple months, let the scale go up, then cut back your calories and lose a bit of fat. Repeat. I had the same problem, now I'm starting to see ab muscles for the first time in my life.
