No, they aren't. Some people may have a binge response to eating something sweet, but that does not mean the sugar (and or flour) are 'addictive'.

I'm not sure what you are saying here... is it that protein does not produce an insulin spike, or maybe that people who choose the OMAD diet should get most of their calories from protein, or maybe both of these?
