I've never really found running to cause bulking. I seem to find the opposite. Odd. I agree with above poster who said your calves aren't the problem! Find a different style. And stretch. Stretch is our friend at any weight or size. ;)

"Starvation mode" doesn't really exist in the way you're thinking. I won't make you gain weight. Eating too little can make it harder to lose weight, in that it might make you lose at a slower rate.

Definitely include them! You have to work at your own level and keep improving. So they're absolutely beneficial. You are much better off doing modifications with perfect form in my opinion, than you are doing sloppy half versions of the real thing.
