When I weigh potatoes that I'm making for soup, should I weigh them before or after I peel them?

Percentage of exercise calories
I've been sticking to eating back 50% of my exercise calories. I wear a Polar heart rate monitor when I work out, but I know nothing is 100% accurate. But after logging everything for today I will be eating back 70% of my exercise calories. Is that ok?

Does it matter if I go over on my carbs a bit as long as I'm within my calorie goal?
From what I've read on here I'm thinking it's mostly about the calories. But I just want to make sure it's ok.
