When I weigh potatoes that I'm making for soup, should I weigh them before or after I peel them?

Weigh whatever parts you're going to eat. So if you aren't using the peels, then I'd weigh them after peeling.1

I use the USDA on the red potatoes I eat, and it says baked. I weigh them after baking, with the skin. I always eat the skin, love me some skin. Also it says with skin.0

To me, a potato without a peel has very little appeal.1
