Think of your diet as a lifestyle change. Even 1lb. a week amounts to 52lbs. a year! Long term goals are where it's at. Don't look for the quick fix to a long period of sedentary lifestyle. In the mean time, celebrate the small milestones while you strive the the long term.

I think you underestimate the power of beginner gains. Either way, this is purely conjecture. I have no idea what the OP's regimen is, and I'm more leaning towards diet miscalculation.

As stated above, your genetics determine where you lose fat, not isolating exercises. I would only suggest you try strength training at least 3 times a week, if you don't already. It's a great way to burn fat, and develop muscle, which your body needs to protect your joints, discs, and ligaments.

Are you counting calories with a scale? If you're eyeballing it, it's possible to over-consume calories without realizing it. Why don't you try picking up a combat sport, like Wrestling, Judo, Brazilian Jiu Jitsu, Kickboxing, Muay Thai, or MMA?
