I'm currently 5'10" and 65kg down from 67kg. I want to drop my fat % more than "loose weight" per say.

I'm 5'10" and I've gained (a little too much) weight since then but I'd like to get in shape. So if I was at the higher end of theheathly bmi scale and I wanted to get down to a more comfortable in between number should I eat less and exercise more? I'm currently consuming between 1300 and 1500 calories.
