I'd go with Cross Country Ski clothes with bike shorts underneath. Sport Hill makes a great pair of XC Ski pants that I wear mountain biking. Not waterproof, but definitely water resistant. They're also breathable. You can get them at LL Bean as well as many other sporting goods stores.
