I want to get strong, not big, before I shred. Is that still bulking? Or What is the best way to do this?

Started working out 3 months ago. I have gained between 5-8 lbs which frustrates me, however, my measurements are the same. Can anyone help me to figure out why my measurements are exactly the same as 3 months ago, even though my weight is up? I measured my arms, legs, chest, waist, hips, and legs.
