Can't get past this plateau!

Eating less than 1.2k calories.
I'm 5ft with a small body frame. I'm not a heavy eater and on normal days I only eat 800 cals... so I eat some snacks by the end of the day to make it reach 1200, since I've been reading up that eating less will make my metabolism slower. The weight loss is pretty slow though, maybe only 2 lbs per month. I have 7 lbs to go…

is it bad to eat heavy meals?
i just had a big dinner (ramen!) and gained and decided to check out the scale when i got home. i gained FOUR lbs. woah. according to my calorie counter i stayed within my limits for the day and i'm pretty sure those lbs will be gone soon enough... maybe not by tomorrow morning, but they'll go away. i'm just curious…

waist/hip ratio worse
I've lost 7 lbs since the start of the year and lost 3cm on my waist, and 7cm on my hips. I've got an apple body shape so I guess I'm losing cms more in the wrong place? Is this going to even itself out or should I be exercising more? Currently I'm doing cardio/strength 15 minutes per morning
