It depends, If you haven't done much weight training in the past you will make "noobie gains" and you can add an inch to your arms in a matter of months. For someone who has been training for a few years like myself I'd be happy if I put on an inch in 12 months.

Make sure you are eating 1-1.5g of protein per lbs of your weight. eat 300-500cal above maintenance. If you are not putting on weight EAT MORE. follow these simple steps and I promise you will put on weight.

You look around 11-12%. You are not eating enough! If I were you I'd continue to add 100 cals to your daily intake every week until you are gaining 1-1.5lbs per month or even a little more if you dont mind adding a little fat. Hope this helps.
