Actually, it's the lack of carbs in one's diet that will make a person go into Ketosis. Protein & fat are necessary, but not the deciding factor for a body to become keto adapted. A body still has protein & fat in reserves (presumably) but once liver glycogen & muscle glycogen is depleted, ketosis is the result.
