Weather isn't bad your clothes are , training for a marathon once again in Swedish winter, layers, waterproofs , proper shoes , thermals , gloves , hats ,good socks and spikes exist for a reason... get out and run. No need for silly excuses. Some of us have to get out in -15

I can't speak for them I try keep my protein at least at 120gr a day 150+ on workout days You still need muscles to run or do cardio , I think the minimum for women is around 60gr or something crazy low

Celiacs we -love- not being incredibly ill !! People who do not need to cut a entire food group from their shouldn't it can actually cause food sensitivities. Also means I have to share gluten snacks with other people who just do it for a diet very annoying

Kinda hard to just tell someone want to do. Are you happy with weight/size right now ? If you want to get smaller/tighter etc then cut if you don't want to lose the pounds and just be tighter look into recomp, cuts can be pretty tough and draining , not really for me.
