When should you begin to do exercises on your stomach? when you're close to a flat stomach? Or when your stomach is completely flat? I'm confused about that.

I'm 5'5. And my highest weight was 165. I want to drop down to 140 and I'm almost there. I'm at 150. I have 10 more pounds to lose yet I hardly see any results on my stomach? Are ab excercises only for people with hardly any fat on their stomach, to make muscle and get abs? Or can people like, with a stomach do them? Or no? I heard crunches can make it bulge if you have belly fat. So I'm not sure who it's for.
