I am having a hard time reaching my calorie goal. Do I have to increase it when I work out?

I am not looking to lose too much more weight (maybe about 8lbs). I want to mainly tone and build (not bulky). Can someone please tell me what would be a good weekly routine to do? I have always had a problem with eating healthy and dieting? I workout pretty often and do not seem to be achieving my goal and would like to know if my eating is playing a major role in it?
