I have 2 huskies who run/walk with me. They can go way longer than I can. I also foster huskies for a rescue (Adopt don't Shop!) and train them to walk/run with me too. They catch on pretty easy. I run two at a time one on each side.

It could also be where you are holding the tape measure. I was tight in my 16's. 30 lbs down I'm in a 14...I can zip a 12 but barely and it's not flattering. Ideally I'll be a 6-8 or so. Hopefully it will be more like 15 lbs per size.

Get a primer to go under foundation. Two Faced makes a great one...and Revlon makes a good one for a lot less. It keeps everything from sliding off. Sounds like sleep apnea. My wife suffers from it and sleeps with a CPAP machine which forces air to keep the passage ways open.
