my mom says cardio doesn't help in shrinking my waistline and ab exercises will... but i told her there's no such thing as spot reduction... who's right

my waist isn't shrinking
i'm still at 35/34" I do crunches, cardio, 10 lb dumbells and I eat relatively healthy... I don't know what I'm doing. I try to eat lots of protein keep my calories from 1300-1600 a day.. what am I doing wrong?

sucking in
i heard this tightens your stomach and makes you lose an inch around the middle within 20 days. Is this true? I really want to tighten my stomach and lose a few inches around my waist.

why do i get so bloated after i eat
So i eat reasonably and quite healthy everyday but I get so bloated! I gain like 2 inches but it goes away each morning it's just a little irritating seeing myself in the mirror and it feels so uncomfortable. :(

I can never keep my calories <1200 I get so hungry, but I try to exercise everyday even if it's just a brisk walk.

Low Carb/high protein diet
I'm thinking of decreasing my carb intake to < 100 g/day and my protein to at least 40g, anyone wanna join me?

organic/raw food
i.e. fruit, vegetables, lentils, nuts ... do these have to be counted in your daily calories because if it's raw fiber doesn't it just pass through your digestive system??

i don't eat meat
and I don't eat a lot of junk food or dessert let's say... 3x a week tops. but i can't seem to lose weight/ fat around my mid-section :( I try to do at least 20 minutes cardio (jumping jacks/ walking) a day and a few crunches but nothing seems to work.
