BMR is 1420, and tdee is around 1650-1750 will this be good to lose weight?

I've been creating a 250+ cal deficit every day from my TDEE and haven't lost an ounce. What is this about, I've been doing it now for 2 weeks

How does exercise play into BMR and TDEE
If my BMR is 1420 and my TDEE is 1700, then I can only create a 280 calorie deficit each day. What if I eat 1420 calories throughout the day, but say I then exercise and burn 200 calories. Does this mean I have to eat another 200 calories to meet my BMR?? New to all of this, just trying to figure this out :)

MFP tells me to have 1200 cals/day
but my BMR is 1420...thought I wasn't supposed to go below BMR?

Is it possible for me to create a 500 calorie deficit?
If my BMR is 1420 and my TDEE is 1700, then technically I can only safely create a 280 calorie deficit, right?

How does nutritional info (fat, sugar, etc) play into diet?
If losing weight comes down to creating a calorie deficit, then how do things like fat and sugar content affect it? If my BMR is 1400, then what's the difference if I just ate cookies and ice cream that added up to 1400 calories as opposed to eating healthy?

Explain BMR, etc; how much should I eat?
I weigh 123lbs, and I want to be around 110-115. So to lose 1lb a week, I need a 500 calorie deficit every day. But should I be subtracting that 500 from my BMR, which is 1420, or my TDEE, which 1700? Also, is it still safe to create a 500 calorie deficit from the TDEE because then I would be eating below my BMR?
