Health issues, long plateaus, trying to lose weight and build lean muscle

Cheat meal bloat
So I lost 3 lbs last week, which was great. I eat about 30-75 g of carbs a day, 1200-1300 calories a day and workout 5 days a week. Yesterday I had a cheat meal and didn't drink too much water. BMR and deficiency
So the BMR tool said I was at 1,566, so don't I need a 500 deficit to lose 1 pound per week? Then if I add another 500 from exercise, wouldn't that add up to 2 pounds a week total? Also this website gave me the number or 1566, but all others are telling me closer to 2000. Any suggestions?
