I would see a nutritionist. Cdc.gov says as a rule women should not eat less than 1200 calories a day. That's the center for desiese control and prevention. I don't think fasting of any kind is good for you. If I skip a meal I get dizzy spells and trust me this gets worse over time. You can have a lower calorie lunch to eat a high cal dinner. I do that all the time.

I only wanted to loose 10 lbs but I am also 5' 4" and eat 1200 and I'm not loosing anymore. I was doing fine at 1500 but I got impatient and I find it so hard to eat 1200 I keep binging and gaining back loosing gaining back. So maybe set it to 1 lb a week and bump up your cardio. I don't think it's too young at all. I would never suggest a child count calories but I would look into her needs and make sure she is eating enough as children have high metabolisms.
