Something has gone wrong there. Your BMR can't be above your TDEE. Use these calculators. http://www.fitnessfrog.com/calculators/tdee-calculator.html This is for TDEE and you can find BMR in the side menu.

You should not eat below your BMR. You will lose lean muscle instead of fat. If you eat between your TDEE and your BMR you will lose weight. It may be slower than you like but you will be healthy.

If your BMR is 1600, eating 1300 is eating less than you need to actually run your body if you didn't get out of bed in the morning. At least net your BMR to avoid problems down the road.

Then, if the OP is correct, you run the risk of having the problems associated with not eating them back such as plateauing or lowered metabolism. A spoonful of peanut butter is not overly filling but goes a long way to getting back some of those calories.

If you burn below your BMR, you have to eat back enough to at least net your BMR.
